Taichung City Promotes "Children and Youth Development Account" to Help Disadvantaged Families

The Taichung City Government actively promoted the "Children Youth Development Account" to provide eligible children and youth below 18 years old with the annual maximum deposit amount of BT$15,000. Additionally, it worked with private charity organizations to give relief materials to households that deposit a stable amount. The Social Affairs Bureau today (the 4th) held the donation press conference and Director General of the Bureau Peng Hui-Chen presented certificates of appreciation to thank the private charity organizations and those individuals who worked hand in hand with the Taichung City Government to care for those in need. Director General Peng said that the Children and Youth Development Account for their future education was established based on the concept of active relief and social investment. From 2017 to 2020, 241 people in Taichung City consecutively made their deposits three years in a row, making Taichung the number 2 city in Taiwan in terms of people who made the deposit. Taichung received additional incentive of NT$2,500 per person from the Ministry of Health and Welfare. The Bureau gave more incentives to 1,131 people who deposited a stable amount in the whole year of 2020 by working with private organizations to give these households diapers, learning materials and toys to support and encourage their acts of stable saving.
The Social Affairs Bureau said the Account is provided to children and the youth born after January 1st 2016 and below 18 years old from the registered low-income, low to middle income households or those placed in shelters with the annual maximum deposit of NT$ 15,000 per person. The Taichung City Government allocated the same amount to accumulate funds for them based on the saving account model to use in higher education and career development in the future, to reduce the cyclic problem of generational poverty and to assist the disadvantaged families. By this February, 4,583 children and youth in Taichung were eligible and among them, 2,583 applied to open an account, accounting for 56% of the target participants.
The Bureau thanked donations made by the Credit Union League of the Republic of China, the Taichung City Daoming Credit Union League, the Taichung City Shuinan Credit Union League, Kinlan Hexin Volunteer Group of the 46th Taichung District C Taiwan District of Kiwanis International Taiwan District of Kiwanis International, Digitalien Ltd. and the Management Committee of Taichung City Tianjing Rd. Apparel Business District for lessening burdens of those households in need and helping them to steadily save. For the convenience of households to pick up materials, the Bureau sent out the notices and people were told to please go to the district office where you opened the account for children and youth development between March 29th and April 30th with your notice to pick up materials donated.
