Mayor Lu said that there are about 100,000 people living in the Daya District but resources for young children education are relatively scarce. After her inauguration, she devoted herself to doubling the program of public daycare centers and kindergartens. Today's firstly opened parent-child center and public kindergarten was expected to take 40 young children and was operated by the experienced Down Syndrome Foundation, ROC and she thought that will greatly help parents in Daya District.
Mayor Lu mentioned that it is not easy to set up a parent-child center and public kindergarten. A suitable site was carefully selected and budgets were allocated. She would like to thank for the support of local legislators and councilmen to the policy of the Taichung City Government that has made the program of the Social Affairs Bureau to be successfully implemented. In the future, the Taichung City Government will continuously work harder to increase the number of public daycare centers and parent-child centers in Taichung.
According to the Bureau, Daya Parent-Child Center and Public Daycare Center used the land of the old Daya 2nd Public Retail Market. The building was transferred for the use of its Bureau by the Economic Development Bureau. The Daya Public Daycare Center provides "daycare services" to take 40 young children from 8:00 to 18:00 between Monday and Friday with a monthly daycare fee of NT$7,000 per child while a monthly parental subsidy of NT$3,000 is open for application and middle to low income households can receive free child daycare services. Registration of daycare services is open for an eligible parent or guardian of young child between 0 and two years old with their household registration in Taichung City.
There are five exploration areas at the Parent-Child Center including "the Baby Area" for infants under two years old and "the Brick Kingdom," "the Role Play Area," "Arts and Creation Area," "Parent-Child Story House" and "IQ Challenge Area" for kids between two and six years old that attend to the development needs of children at different stages according to their age and interesting themes. Through interactions, parents and children will improve their relations. Additionally, the Daya Parent-Child Center and Daycare Center gives considerate care to children between 0 and six years old by providing multifunctional caring spaces.
The Director General of the Social Affairs Bureau, Peng Hui-Chan, said at present 11 parent-child centers are set up in North District, Fengyuan District, Shalu District, Dajia District, Dali District, Nantun District, Pinglin District, Shigang District, Taiping District, Heping District and Daya District. The Houli Parent-Child Center was scheduled to be opened soon and in the future, the number of parent-child centers was about to be expanded to 17 including those in Wuzi District, Xitun District, Shenang District, Beitun District and East District. Furthermore, within less than two and half years after Mayor Lu's inauguration, the number of public daycare centers in Taichung City also increased from five to 15, a growth by three times. In 2022, 50 public daycare centers were planned to be set up for a growth by ten times to offer parents a more affordable and friendly daycare environment.
Today's opening ceremony of "Taichung City Daya Parent-Child Center and Daycare Center under BOT" was attended by Mayor Lu, Director General Peng, Legislator Yang Chiung-Ying, Councilmen, Hsu Hsuan-Feng, Lo Yung-Chen and Wu Hsien-Seng, Director of Daya District, Li Hsiou-Chi, President of Down Syndrome Foundation, Li Cheng-Hsia, as well as services teams of Councilmen Wu Hsien-Shen, Chou Yung-Hung, Lai Chao-Kuo, and Hsiao Lung-Che.
