The Director of the Labor Affairs Bureau, CHANG, TA - CHUN, said that in order to help disadvantaged workers obtain employment, the Labor Affairs Bureau adopts a multi-pronged approach by providing one-on-one employment counseling, job referral, accompanying interviews and post-employment follow-up services, as well as organizing various job preparation courses, growth groups, workplace experience activities and job skills training courses based on the needs of individual cases, in order to enhance job-seeking competitiveness and employment success rate. In addition, the "Employment Assistance Program for Disadvantaged Workers" provides employment incentive payments to encourage disadvantaged workers to actively seek and stabilize their employment. Those who are assessed to be eligible and recommended for employment can receive up to NT$12,000 in employment incentives for three months of work.
The Labor Affairs Bureau pointed out that Mr. Chen, 23 years old, had difficulty in finding a job due to the pandemic and poor health after graduating from college last year. After attending job preparation courses organized by the Labor Affairs Bureau and the District Office, he learned the skills of resume writing and interviewing. The employment service staff assisted Mr. Chen in applying for a subsistence allowance of NT$6,000 under the Labor Affairs Bureau's Employment Assistance Program for Disadvantaged Workers, considering the hardship he faced during his job search, and successfully recommended him for a job as a packaging worker.
Mr. Chen expressed his gratitude to the Labor Affairs Bureau for providing him with relevant subsidies and assistance from professional employment service staff, which enabled him to find a job successfully and receive an employment incentive payment of NT$3,000 for one month of stable employment and another NT$9,000 for three months of stable employment, which boosted his confidence in stable employment.
The Taichung City Employment Service Office explains that disadvantaged people have unstable employment or are living in hardship due to problems such as family care, lack of self-confidence, and inadequate skills, etc. Therefore, for specific disadvantaged people in employment, dedicated personnel will provide intensive accompaniment and individualized service models. For the disadvantaged people with employment barriers and needs, the employment support program has been tailored to meet their needs as well. Also, a network of cooperation mechanisms has been established with the Social Affairs Bureau, the Civil Affairs Bureau, the Indigenous Peoples Commission, the District Prosecutors Office, the District Office, and civil society organizations to assist economically disadvantaged people in returning to the workplace.
