Social Affairs Bureau shared that this year in Daya District Mr. Lai, a farmer father who is also former director/section chief of Xibao Village’s “Changbao Elders”, and former Neighborhood Head of Xibao Village for more than 30 years, helps and supports people around him, and currently is an active volunteer of Xibao Village environment protection team; while in South District, after retiring from public servant position, Mr. Wei is wildly known to be devoted to community service and local affairs, taking part in various activities in the village; in Belitung District, single father Mr. Tang, after his teaching career, spent three years looking after homeless elders with disabilities in the neighborhood, providing food and accommodations for the needs. Mr. Tang was in a mother’s position to his children and now has seen the descendants raised successfully with their own families.
Time has changed and both parents now support a family as caretakers, says Mayor Lin. The love and effort made by fathers to the children should be responded as much the children’s to their fathers. Based on the concept, city government has integrated the provision of daycare center for both children and the elders, landing a city best for child-raising and elders-care.
Lin added that to make Taichung a livable city, since “daycare one stop service” started July, 2015, 20,000 more children have received the service, with 2,000 vacancies open for teachers, caregivers and babysitters. Considering the parents working at neighbor counties (Zhanghua, Nantou and Miaoli), city government extends subsidy to cover children registered in Taichung and studying at public/private kindergartens in above three counties for allowance of the program. Produce affidavit to declare said child and either parent/guardian’s actual residence in Taichung for allowance application. The policy attracts citizens of neighbor counties to transfer their household registration to Taichung.
In addition, the increasing demand for long-term elder-care due to aging society is now answered. To better the participation of the elderly and disabilities, the functions of elders’ Card are enhanced. Start of this mid-July, partial medical expenses and register fee shall receive discounts, and in September taxi service available using the Card so as to encourage elders going outdoors, and go see doctors when necessary. Meanwhile, to continue on the community caring location, Changqing Classroom, Changqing Kuaile Classroom, Elders Joint Meal, Changqing Yuanqi Classroom for better living quality, the first ever care-life hall integrated long-term care, medical, community and health policy, consolidated care service is combined into communities and allow the public to see, to locate, and to enjoy. The long-term care service shall localize and accommodate everyone for lifetime.
To see, feel the changes of Taichung, says Mayor Lin, so far 50 Inclusive Playgrounds are either completed or on the way to replace plastic toy facilities in 370 parks in Taichung within 4 years, making the first city in Taiwan free of plastic play toys in playgrounds for the families to hang around.
Upon celebrating Father’s Day with “Fathers of The Year”, Mayor Lin invited everyone to the upcoming 2018 Taichung Flora Expo. The event will undergo trial run in September and officially opens 11/3 until 4/24. Echoing Sustainable Green City, the “Discover GNP” is developing the best core value of Taichung in Green Evolution. The event opens to friends and families celebrating the beauty of flowers.
