International College of Surgeons (ICS), affiliated to the World Health Organization (WHO), has been established for nearly a century. Its Taiwan Association is stationed at International NGO Center in Taichung today (5), promotes the gratuitous treatment in the future in Wufeng, and plans to set up the overseas medical museum, to share the history of Taiwan's medical progress and overseas medical assistance to the world.

Taiwan Association of International College of Surgeons was stationed and inaugurated today. Deputy Mayor Yi-Ying Lin, Chang-Hai Tsai (the founder of Asian University and Asian University Affiliated Hospital), Aij-Lie Kwan (President of Asia-Pacific Union of International College of Surgeons), Chih-Lung Lin (President of Taiwan Association of International College of Surgeons), Izabela Chudzicka-Strugala (President of European Federal Secretary), and 15 leaders of International College of Surgeons from all countries attended the ceremony.

Deputy Mayor Lin thanked Chang-Hai Tsai (the founder of Asian University) for his efforts. Taiwan Association of International College of Surgeons was stationed at International NGO Center, which was an important piece of puzzle. Taiwan has always played the important role in the international medical care by participating in the medical humanitarian actions in third world countries, to successfully establish the substantial cooperative relationship with non-diplomatic countries, to achieve the goal of "medical treatment without borders", and also allow the countries around the world to see Taiwan's medical strength and intentions.

Deputy Mayor Lin pointed out that after entering the International NGO Center, it will fully utilize the platform function of the Center to link the domestic and foreign NGOs, and become the base to inherit the experience and training of medical assistance.

Aij-Lie Kwan (President of Asia-Pacific Union of International College of Surgeons) said that since the mid-1990s, Taiwan has established the International Cooperation Office and began to send the medical professionals to America, Europe and Switzerland to develop the international medical diplomacy strategy. Since then, with the resident medical team in Africa as the main axis for the development of international medical care, combined with the experience of ICDF Agricultural Technology Group of the Ministry of Foreign Affairs, Taiwan Inter-Ministerial International Medical Action Team was established in 2006; nowadays Taiwan’s participation in the international medical care is the most vigorous and the most talented people are cultivated.

Chih-Lung Lin (President of Taiwan Association of International College of Surgeons) pointed out that although Taiwan has been very difficult in the diplomatic situation in recent years, with the efforts of the whole team, the name of the "Taiwan Association" is retained successfully. In recent years, the Association has repeatedly formed the medical teams to go to Indonesia, Peru, Mongolia, Mexico and other countries to engage in the gratuitous treatment. At the same time, it also shares and exchanges with local hospitals for teaching experience. The number of people served is more than 10,000 person-times, especially the members sacrificed their holidays and went overseas at their own expense, who are indeed the unsung heroes of national diplomacy.

International College of Surgeons (ICS) was founded in 1935 and has members in 104 countries all over the world. It was originally founded by Dr. Max Thorek and is headquartered in Chicago, USA, which is the international society certified by World Health Organization (WHO); the annual general managers, supervisors, and members will be invited to participate in the World Health Assembly (WHA) in Geneva, Switzerland, and the Taiwan Association is one of the founding members, so far is an important bridge between Taiwan and international medical care.
