  Announcement of Two-Phased Gradual Opening of Care Centers and Recreation Centers in Taichung City Made by Mayor Lu
 
The COVID-19 pandemic is now gradually easing up and for 29 days in a row, Taiwan has no new confirmed cases. To respond to the “New Life Movement of Pandemic Prevention and Control” of the Central Government, Mayor Lu Shiow-Yen yesterday (the 10th) announced the gradual opening in two phases for the public to enter campuses and today, in the City Council, she announced the gradual opening of care centers and recreation centers in two phases. Community care centers from today resume their health promotion programs while recreation centers will be re-opened from May 19th for the public to return to normal life gradually!
Today, the City Council convenes its regular meeting and Councilmen Lai Yi-Huang, Huang Chien-Hou and Lin Te-Yu asked about after gradual opening of campuses to the public, when will community care centers and recreation centers be opened? Mayor Lu replied due to the gradually easing of pandemic, Taichung City Government will gradually open these centers. Community care centers in Taichung City will be opened in two phases. Phase 1 will start from today and health promotion events can be resumed such as simple health education and events. But no meals shall be served and instead meals or meal boxes will be delivered.
In terms of eight recreation centers in Taichung, cleaning work is now undergoing and they are scheduled to be reopened on May 19th. Except for original teaching and toy borrowing services, events, parent education, admission to the centers will be resumed with reduced number of visitors by 50%. Gradual opening will be allowed according to the pandemic situation. Mayor Lu emphasized that the number of visitors admitted to both community care centers and recreation centers will be tightly controlled and visitors shall adopt personal prevention and protection measures such as wearing a face mask, checking body temperature and washing hands.
According to the Director General of the Social Affairs Bureau, Peng Huai-chen, previously due to the severe situation of the pandemic, in consideration of the health of the older people and risks of cluster infection, since March 23rd, health promotion events came to a halt. Now they are resumed but various measures of protection and prevention shall still be implemented. Hence, meal and meal box delivery services are provided to reduce infection risks caused by droplets during dining together. The older people are reminded to keep safe social distancing when taking a part in any event and they are expected to return to their normal life and to improve mental and physical health through social participation.
For opening of campuses to the public, Mayor Lu pointed out that campus of elementary schools, junior high schools and senior high schools around Taiwan are on a trial to open to the public on holidays on May 16th and 17th. About campus opening after school hours on school days from Monday to Friday the Education Bureau will invite parents, teachers and school administers to discuss jointly and the announcement will be made after obtaining the consensus.
Mayor Lu stressed that the Taichung City Government will gradually resume events in various areas to let its citizens to gradually return to normal life in phases. She also reminded that the public shall adopt various prevention and protection measures including wearing a face mask, washing hands, keeping social distancing to protect our and others’ health.
