Mission & Vision

The vision and mission of the Social Affairs Bureau are to help 2.82 million citizens of Taichung City know that we provide services related to the mentally and physically disabled, elderly welfare, social assistance, child welfare, gender equality, civil associations, and domestic violence prevention. With the distribution of services and resources throughout the Greater Taichung area, the services can reach every corner and we provide welfare services to the public with dedication.

Organization of Administration

The Social Affairs Bureau of Taichung City Government has 918 staff, distributed in 3 major divisions. Specifically, the Social Affairs Bureau has 650 staff, Renai Sr. Citizens Home has 56 staff, and Domestic Violence and Sexual Assault Prevention Center has 212 staff.

Children and Youth Welfare

Taichung City’s child welfare policy consists of two parts, namely the public child care center and the parent-child center.

In 2022, Taichung City has 12 parent-child centers. In 2023, the target is to establish 18 parent-child centers in Taichung City.

Senior Citizens Welfare

As of the end of June 2022, the elderly population in Taichung City over 65 reached 424,000, with an elderly population ratio of 15.08%. We should rely on welfare services for the elderly to delay the disability of the aged and reduce the burden of care brought about by aging. The population of Taichung City has increased rapidly in the past seven years. To make Taichung a happy city, it is very important to encourage the elderly to go out more to promote health, delay degeneration and reduce disability. The Social Affairs Bureau of Taichung City Government has established a series of systematic service measures, such as promoting community care sites, Evergreen Academy, and strengthening the elderly disability prevention and care system.

Family Welfare Service Center

Taichung City has established 14 family welfare service centers, each serving one to four administrative districts (district offices) under the jurisdiction of the Taichung City Government. The 14 family centers serve economically disadvantaged and vulnerable families. If you meet the reporting criteria for vulnerable families, you can go to the website to report cases or call the family center. Social workers of the family center under the jurisdiction will provide case, group, and community services.

Prospect

With a clear blueprint of the social welfare policies planned by the Social Affairs Bureau of Taichung City Government , the welfare policies involve welfare services for the physically and mentally disabled, voluntary services and cooperative projects, family welfare service centers, women and gender equality, welfare services for children and teenagers, social assistance and food banks, social participation of the elderly, and delayed disability, etc.Social welfare services emphasize localization, friendliness, interaction, and integration with people.
