  Preparation for Soft Lockdown, Mayor Lu's Visit to Renai Senior Citizens' Home
 
In response to lowering the soft lockdown to level 2 starting from July 26, units under the Taichung City Government now have been actively preparing. Among them, five senior citizens' homes and day care centers administered by the Social Affairs Bureau fully vaccinated their personnel to construct a safe social network. When visiting the Renai Senior Citizens' Home, Mayor Lu Shiow-Yen this morning (19th) said that in the future, the Taichung City Government plans to open up social welfare and educational institutions but preparation works before opening up such as environmental disinfection and personnel vaccination are required to assure service recipients and their family members.
Accompanied by Director General Peng Hui-Zhen of the Social Affairs Bureau, Mayor Lu today visited the Renai Senior Citizens' Home and its affiliated day care center to listen to reports of vaccination of service personnel. She met the senior residents at the Home and distributed them the limited-editioned "Social Distance of Love" masks. Mayor Lu promised to gradually ease all restrictions of social welfare services with effective pandemic prevention and control.
Mayor Lu said that as pandemic restrictions now ease, the Taichung City Government considers the possibility to end alert level 3 and make preparations. First, the Taichung City Government planned to resume operations of social welfare system and educational institutions and thus, today Mayor Lu visited the Renai Senior Citizens' Home and its affiliated day care center and inspected its disinfection work. Staff at the five day care centers administered by five social welfare institutions for the senior was fully vaccinated while 92.3% service recipients were vaccinated. Among 66 welfare institutions for the seniors, 94% vaccine coverage was reached, higher than the 80% guideline by the central government.
According to the Social Affairs Bureau, disinfection works were done to classrooms and the spatial environment at day care centers including tables and chairs, utensils, and partition boards. Day care services were temporarily suspended on alert level 3 but institutions were operated as usual. The Renai Senior Citizens' Home is cleaned at least twice daily. The population density of staff and the senior is controlled to ensure a 1.5-meter safe social distance. Clustering shall be avoided with reduced number of dining-in groups and checkerboard seating arrangements and partition boards. While working, staff shall wear gears such as masks, gloves, protective clothing, aprons, and goggles.
The Bureau said vaccination target has been reached among the staff and it has been over 14 days after they have received the first shot. These institutions were now advised to follow guidance and the checklist provided by the central government to prepare operating spaces, manpower and weekly screening plans in order to resume their day care services after being approved by the Bureau.
The Bureau also explained to the seniors who would like to receive day care shall be vaccinated two weeks in advance. If they are not vaccinated or received the first shot shorter than 14 days, before receiving day care services, they shall provide a negative COVID-19 test results within three days or a proof of release from quarantine. At alert level 3, a weekly negative COVID-19 test result is required. These institutions actively assist the seniors to get vaccinated and after restrictions are lifted, they shall also work on the implementation of pandemic prevention and control measures to protect health of the senior.
