  Rebuilding life for the visually impaired - the Central Taiwan Vision Care and Low-Vision Service Center is established
 
Dist. 300C-1 Lions Clubs International joined force with Taichung Optometrist Association, Huei-Ming School for Blind Children and Dept. of Optometry, Da Yeh University to establish the Central Taiwan Vision Care and Low-Vision Service Center. Mr. Chung-Liang Chen, deputy director-general of Social Affairs Bureau, Taichung City Government, was invited for the opening ceremony today (Jun 30). He expressing his gratitude to all those involved for investing resources to assist the visually impaired and individuals with low vision improving their quality of life and regaining their independence.

Mr. Chen pointed out that the majority, or 82.70%, of the visually impaired are people with low vision. The percentage of acquired visual impairment due to glaucoma or diabetic retinopathy increases as the population ages. The Low Vision Service Center provides vision examinations, instructions for use of assistive devices, life function rebuilding and home-oriented teaching, bringing new hope to the visually impaired and those with low vision in central Taiwan. Mr. Chen took this opportunity to express his appreciation to the sponsoring organizations and groups, such as Lions Clubs International, for their strong support and care towards the eyesight of both children and the elderly.

Mr. Chuan-Kui Hung, director of Dist. 300C-1 Lions Clubs International, said that the Lions Clubs International is one of the largest public welfare societies in the world, with the purpose of "our service." That is why the members are committed to improving community and social well-being, and taking care of the socially challenged. It is hoped that the establishment of the Low Vision Service Center will help people challenged by visual problems and their families get back on their feet, so that they are no longer helpless and rebuild a better life.

The Social Affairs Bureau has indicated that the Low Vision Center is established as a part of Huei-Ming School for Blind Children. It is staffed by a team of ophthalmologists, optometrists, ophthalmic opticians, occupational therapists, social workers and volunteer workers. The services provided include provision of instructions on the use of assistive devices, application for social welfare subsidies, and life rebuilding services, such as self-care training, orientation and mobility training, Braille teaching, etc., as well as referral to vocational training and special education channels for visually impaired school children. It is expected to provide services for 1,000 people per year. All these are made possible thanks to Lions Clubs International for their efforts to gather the power of all people to do their part for the society, and the city hall will continue the efforts to create a happier city where obstruction is conquered by love.
