Sunshine Foundation to Help Establish Central Taiwan Burns Institute

On July 7, Taichung City Government invited the Sunshine Foundation (陽光社會福利基金會), the most authoritative service provider to burn survivors, to discuss the alternatives to establish the Central Taiwan Burns Institute. Lue Jen-der (呂建德), Director-general of Social Affairs Bureau, pointed out that the Sunshine Foundation is very willing to work with Taichung City Government in setting up the Burns Institute. “The Burn rehabilitation process takes about three years. It is roughly estimated that NT$ 20 million will be needed to fund the 3-year operation of the Burns Institute. Taichung City Government will actively search for a suitable construction site in a hope to build the Burns Institute as soon as possible, and it will be run by burn rehabilitation professionals from the private sector,” added Director-general Lue.

The meeting was held among Lue Jen-der, Director-general of Social Affairs Bureau; Xu Yong-nian (徐永年), Director-general of Health Bureau; Ma Hai-xia (馬海霞), Chairman of Sunshine Foundation; Shu Jing-xian (舒靜嫻), CEO of Sunshine Foundation; and others. The Sunshine Foundation provided a lot of professional advice on how to establish and operate the Central Taiwan Burns Institute, based on its own excellent experience accumulated in the past twenty-odd years.

Xu Yong-nian, Director-general of Health Bureau, said that Sunshine Foundation owns experience and expertise in taking care of burn survivors and people with facial disfigurement. “After the acute care, many hospitals choose to transfer their patients to the community service system under the Sunshine Foundation because of its good reputation,” added Director-general Xu.

Lue Jen-der, Director-general of Social Affairs Bureau, thanked the Sunshine Foundation for offering so much professional advice. “We will consider those recommendations when planning the establishment of the Central Taiwan Burns Institute. In the future, the Burns Institute will have a professional team to provide one-stop services to the burn survivors, like those injured in the Formosa Water Park explosion. Patients will be given home-care services and train to take care of themselves. The course contents will include selection of auxiliary equipment, life care, psychological counseling and support,” said Director-general Lue.

Director-general Lue pointed out that the post-acute-care rehabilitation process for a burn survivor may take about three years and operation of the Central Taiwan Burns Institute may cost approximately NT$20 million for the three years. He also said that Taichung City Government will actively search for a suitable construction site and invite the Sunshine Foundation to operate the Central Taiwan Burns Institute, for which the Sunshine Foundation has signified high willingness.

Taichung City Government has already set up a special account for donation. It is hoped to raise a fund of at least NT$ 20 million for the establishment and operation of the Central Taiwan Burns Institute so as to provide the patients with such "holistic" services as physiological reconstruction, psychological rehabilitation, and functional occupational therapy.

The relief fund account set up by the Taichung City Government has already received donation of several millions of NT dollars, including NT$ 1 million donated by Mayor Lin Jia-long. The target is to raise NT$ 20 million. Taichung City Government is looking forward to contributions from all walks of life, so as to provide the best and the most direct services to burn survivors.
