Social Affairs Bureau conducted the groundbreaking ceremony for “Jiaxing Social Welfare Building” today, and dignitaries including Mayor Lin, Legislator Hsin-chun He, City Councilors Tsang-i Chang, Tien-sheng Li, Pi-hsiu Lin, Fen-yu Chang, Ming-chieh He and Social Affairs Bureau Director Chien-te Lu all attended the function to pray for the project’s success.
According to Mayor Lin, “Jiaxing Social Welfare Building” combines various social welfare resources to provide integrate services. In addition, the collective power of the community is utilized to enrich the building’s diverse functions. Besides the Food Bank, there is also the Family Welfare Service Center, Domestic Violence and Sexual Assault Prevention Center, as well as an activity center for the citizens.
Mayor Lin said that Jiaxing building offers integrated humanistic service, and it is hoped that people’s impression of the building as being exclusive for disadvantaged communities will be transformed, so that everyone coming to the building will be able to care for one another and created a friendly, loving ambiance.
Legislator Hsin-chun suggested that besides social welfare services, Jiaxing building also acts as a local activity center for citizens to build friendships and organize activities – these are people’s expectations. She thanked the city government for constructing the building to benefit the local residents.
Social Affairs Bureau indicated that an increasing number of people are moving into Dali District; together with Wufeng and Taiping District, they constitute roughly 1/5 of Taichung’s entire population. In order to satisfy local residents’ needs and distribute regional resources evenly, the city government has allocated a budget of NT$ 76.225 million to construct the “Jiaxing Social Welfare Building”, in turn introducing charitable resources into these regions and allowing local residents to receive more convenient welfare services.
According to the Social Affairs Bureau, Jiaxing building is located on land lot no. 346 in Xingjia Section of Dali District; the construction site area is 709.43 m2 and the building has one basement floor and 5 floors above ground. Construction is scheduled for completion in August 2018. The first and third floor will become the Dali branch of Taichung Food Bank, while the fourth and fifth floor will be used as the Tun District offices of Family Welfare Service Center and Domestic Violence and Sexual Assault Prevention Center respectively. Moreover, social workers will be allocated to these offices. The second floor serves as a multifunctional venue for the citizens to participate in public welfare activities.
