  Dragon Boat Festival Express: Taichung City Government Distributes Assistance Grants to 160 Disadvantaged Households
 
Helping underprivileged families to celebrate the Dragon Boat Festival with peace of mind! The Taichung City Social Affairs Bureau (SAB) handed out care packages to 160 families with disabled persons and marginal households during the Dragon Boat Festival this year. The packages consist of NT$4,500 cash and handmade soap from disability support groups. Deputy Mayor Chen Tzu-Ching personally visited the Chiang disadvantaged family in the West District today (7/23) to offer words of encouragement for Mrs. Chiang and present her with the assistance grant, hoping to spread the warmth of society and help families in need to celebrate the festive occasion.
Accompanied by West District Executive Wang Jui-Chia, Deputy Mayor Chen chatted with Mrs. Chiang, who was glad to welcome the Deputy Mayor and the social workers. During the conversation, she expressed her dismay about her son, Mr. Chiang's conditions in the hospital. She hoped that her son can recover his full health as soon as possible and she also thanked the social workers' assistance in applying for the emergency grant, as well as for caring and helping her in times of need.
The SAB commented that COVID-19 has had an enormous impact on the world, considering the financial difficulties of many underprivileged families, the city government has organized the "Let's Combat the Outbreak Together and Celebrate Dragon Boat Festival – Caring About Disadvantaged People" plan, bringing together the collective strength of charity groups to distribute assistance grants during the June 20-24. Although the people with disabilities and the marginal households that received this subsidy did not qualify for the "Disadvantaged Living Allowance From the Executive Yuan During the Outbreak" and other outbreak prevention-related relief standards, they are still considered as marginal households in dire need of assistance by the social workers, therefore they were given the assistance grant.
Today, the social workers visited Mr. Chiang, a 61-year-old man whose wife and children left him after he was diagnosed with lung cancer 4 years ago. Mr. Chiang is paralyzed and bed-bound, relying on his 84-year-old mother to look after him. Mrs. Chiang, on the other hand, needs to use a mobility aid to walk and both of them are unable to work. Since Mr. Chiang has yet to obtain a certificate of inability to work and he also has children, therefore the law dictates that his offspring should bear the burden of supporting him. Because Mr. Chiang is unable to obtain the low-income qualification, upon receiving a report from the public, the SAB coordinated with social workers to lend him a helping hand; furthermore, the case was referred to the Buddhist Compassion Relief Tzu Chi Foundation and charity food bank that provided Mr. Chiang with an NT$10,000 assistance grant and commodities to get him through the tough times. The SAB will continue to help him apply for long-term benefits by introducing other private resources to offer the Chiang family with a steady livelihood support.
The SAB indicated that the city government has organized the assistance grant by utilizing donations from throughout the country, complying with the principle of openness and fairness. Besides making arrangements for private organizations to be part of the program and ascertaining the conditions of the beneficiaries, open investigations are also conducted on the website. The SAB appreciates the assistance of benevolent organizations and enterprises such as Ya Xin Charity Organization, Tendshine Sacred Origin Foundation, Hui Kang Social Welfare Foundation, Zhi Hao Charity Foundation, Lin Lan-Sheng Charity Foundation, Chih-Mao Foundation, Tsai Hsueh-Ni Charity Foundation, Taichung Xiang Shang Affinity Association and Autobuyer Int. Co. It is hoped that those willing to join the ranks of philanthropists can contact the SAB's Social Assistance Section to reach out to more disadvantaged families in need.
Deputy Mayor Chen also commented that if the citizens are faced with difficulties or come across any family that requires assistance, please dial the 1999 hotline or contact the chiefs of villages or neighborhoods so that the city government can help to resolve the problem. It is also hoped that citizens can pay more attention to their neighbors to see if there are families in distress; together, we can help to prevent misfortunes.
